Level 1
Indicators of Competence assessed under fair and reliable circumstances form the basis for reporting using the NRS. They comprise statements about achievement in terms of reading, writing, oral communication, numeracy and learning strategies.

Reading
Reads and identifies letters of the alphabet in the context of whole words, numbers, signs and symbols relating to personal details and immediate environment.
Identifies specific information in a personally relevant text with familiar content which may include personal details, location or calendar information in simple graphic, diagrammatic, formatted or visual form.

Writing

Copies letters of the alphabet, numbers, and dates in order to convey personal details such as name, address, telephone number.
Writes basic personal details about self or others such as name, address and signature.
Writes one or two phrases/simple sentences conveying an idea, message or opinion drawing from a modelled text.

Oral Communication

Elicits or gives specific information using gestures, single words or formulaic expressions, for the purpose of exchanging or obtaining information, goods and services.
Takes part in short interpersonal exchanges for the purpose of establishing, maintaining and developing relationships; exploring issues; or problem solving.
Listens for specific items of information in short, contextually relevant oral texts.

Learning Strategies

Indicates own immediate learning needs, short term goals and related (and preferred) strategies.

Numeracy

Locates simple key mathematical information in a familiar real life activity or text.
Recognises and uses straight forward mathematical actions which relate to immediate contexts.
Uses rough estimation and prior experience to identify purpose and check reasonableness of the process and outcomes of a mathematical activity.
Uses everyday informal oral language and representation including familiar symbols and diagrams to communicate mathematically.
