The program was conducted as the second round of Workplace English Language and Literacy (WELL) funding for Statewide Independent Wholesalers Limited following the release of the Transport and Distribution Training Package in 1998. WELL funding is aimed at developing a range of communication skills in workplaces. It is available for training workers in language and literacy skills they need to meet the demands of their jobs, as well as training in workplace systems such as quality assurance, productivity management, health and safety and production processes, which all rely on effective communication strategies. Providers involved in the WELL program are now required to report on the language, literacy and numeracy outcomes of the program using the National Reporting System (NRS). Statewide Independent Wholesalers Limited is owned by Woolworths Limited and Northern Wholesalers Co-operative Society and is responsible for warehousing and supply of grocery, frozen and chilled lines and general merchandise to 300 stores throughout Tasmania. Statewide’s WELL project involved the employment of an enterprise based teacher (ABT) through TAFE Tasmania. Traditionally an enterprise based trainer (EBT) is placed in an organisation to initially assess employee’s skills and needs, then deliver a program which meets the overall needs of that organisation. As an integral, on-site trainer they are in an ideal position to provide assistance in customising training packages while bearing in mind the language, literacy and numeracy needs of employees and the organisation. Training provided for units in a training package in a more traditional way through classroom instruction may cover unnecessary ground for some employees, especially those who have been in that workplace for some time. The recognition of current competence and provision of training to fill gaps in individuals’ knowledge and skills more directly helps the employee and gives clear outcomes to management who may not see the value of prolonged training courses.
